Ordinance 05-4

     An Ordinance Amending Ordinance 04-8 Revising The
          Rates for the South Point Water System and
                           Declaring an Emergency

Whereas, the Council of the Village of South Point, Ohio has deemed it necessary to
increase water rates due to increases in operating costs and the need to improve and
maintain the water system.

Whereas,  the health and safety of the residents of said Village and the users on said
system may be directly effected.

Now Therefore Be It Ordained, by the Council of the Village of South Point, Ohio that
Section 1 of Ordinance 04-8 shall be amended as follows:

Section 1:  The following charges are minimum charges, not maximum charges, and the
Village reserves the right and is obligated to increase the same at any time should the
revenues of the waterworks system prove insufficient to pay the operating charge of the
bonds issued to construct and acquire said waterworks system:

METERED COMMERCIAL USERS
(revised by Ord. 04-8 and unchanged by this Ord. 05-4)
Minimum $15.30 for first 3,000 gallons
$4.00 per next 1,000 gallons

MINIMUM VILLAGE RESIDENTIAL RATE PER MONTH  $13.35

MINIMUM NON-VILLAGE RESIDENTIAL RATE PER MONTH  $14.75

NON-VILLAGE METERED RESIDENTIAL RATE
(as determined by Ordinance 98-11)
Minimum $14.75 for first 3,000 gallons
$3.37 per next 1,000 gallons
   
Churches to pay minimum rate.
Commercial users are to be metered and pay under metered schedule.
Board of Education to be charged metered rates.

Section 2.   The new rates shall be effective as of January 1, 2005.

Section 3.   This ordinance is declared to be an emergency measure to provide
adequate operating revenues to continue to furnish proper water service to the
residents and the users on said water system.  This ordinance shall take effect
immediately upon passage.
